Food Banks: The Deserving vs Undeserving

A term that has been grating on me recently is ‘hard work’. I have had a recent bout of watching lots of television. From my observations it appears that more commentators within the media have grasped the idea that the continued need for Food Banks in the United Kingdom is awful. Yet commentators still continue with the same old deserving/undeserving tripe which has existed for centuries (which CRI2002 students are well-aware of). That being, that we should be concerned about food banks… ‘because now even hard-working people are using them!’, aka those within formal (preferably full-time) employment.  

What is it that is not being said by such a statement? That being unable to survive off benefits is perfectly fine for people who are unemployed as they do not deserve to eat? If that is the case perhaps a reconsideration of the life experiences of many unemployed people is needed.  

To provide some examples, a person might claim unemployment benefits because they are feeling mentally unwell or harmful to themselves but a variety of concerns have prevented them from seeking additional support and claiming sickness benefits, in this situation working hard on survival might be prioritised over formal employment. Another person might sacrifice their work life to work hard to unofficially care for relatives who have slipped through cracks and are unknown to social services, whilst not reaching out for support due to fear/a lack of trust social services – they have good reasons to be concerned. Some people might have dropped out of formal employment due to experiencing a traumatic life event(/s) which means that they now need to work hard on their own well-being. Or, shock-horror, people may be claiming unemployment benefits because they are working hard post-pandemic to find a job which pays enough for them to survive.

Let’s not forget that many of those who access Food Banks are on sickness benefits because they cannot work due to experiencing a physical and/or mental health disability. The underserving/deserving divide appears to be further blurred these days as those who claim sickness benefits are frequently accused of being benefits cheats and therefore undeserving of benefits and Food Bank usage. Even so, the acknowledgement of disability and Food Bank usage within the media is rare.  

Is it really ok to perceive that the quality of a person’s life and deserved access to necessities should depend on their formal employment status?  

There is twisted logic in the recent conservative government discourse about hard work. There is the claim that if we all work hard we will reap the rewards, yet in the same breath ‘deserving hard workers’ are living from payslip to payslip due to the cost of living crisis, poor quality pay and employment. Hence the need to use Food Banks.  

The conservatives hard working mantra that all people can easily gain employment is certainly a prejudiced assumption. With oppressive, profit seeking, exploitative and poor quality employment there is little room allowed for humans to deal with their personal, family life pains and struggles which makes job retention very difficult. Perhaps the media commentators need a re-phrase: It is awful that any person needs to use a Food Bank!  

Just some more meaningless populism…

As we follow the recent American-style media circus posing as the Conservative Party leadership contest set to determine the interim Prime Minister until the next General Election, we are reminded that both ‘finalists’, Rishi Sunak and Liz Truss are pretty much showing us their real faces fairly early in the show, while they pander to their own, in a frenzy to be seen as the modern-day version of Thatcher. Truss’ emulation of the ‘Iron Lady’ through evident vocal coaching to sound more ‘masculine’ and ‘assertive’ has helped her come across even more awkward and inept than before; perhaps the ‘Wooden Spoon’ may be a more appropriate title. Nevertheless, with promises to cut taxes…despite having announced 15 tax rises in just over 2 years…‘restore trust’ in politics…despite having been directly complicit in keeping the outgoing clown Prime Minister (Boris Johnson) in power for so long given his track record for lying…and continue with an illegal migration policy that will see refugees and asylum seekers deported to Rwanda, we are reminded that it is not the British public that will get a say in who will represent our country on the global stage, but a comparatively handful of Conservative Party members.

Lest we forget that the Conservative Party membership is dominated by middle-aged white men, many with nationalist and strongly-held religious views, seeking to preserve traditions that go back (sometimes) centuries. It seems inevitable then that the next leader will not be a racially minoritised candidate, despite being the elite private-school multi-millionaire type that Conservative voters have grown to love since the 2010’s, paving the way for Liz Truss to put her very important ideas surrounding growing British apples and setting up pork markets in Bejing to the forefront of the current populist political model we have unfortunately allowed to flourish in the UK. Truss may find meeting the Queen during her term as quite awkward given her openly anti-monarchist history. She also seems, despite having voted to remain in the European Union in the 2016 Referendum, to have jumped on the bigoted Brexit bandwagon that is slowly eroding the last remaining remnants of democracy in this country. We know that every crumb of functioning public sector life has been crushed over the past 12 years:

…and there are many other examples. Without getting into yet another Brexit debate, there is no doubt that the very act of voting to leave the EU in 2016, and its subsequent consequences, has had a long-lasting impact in these services, one which we cannot hope to treat for many years. Let us not be in any illusion that either of these candidates will swoop in and majestically heal the UK from the deep wounds this Party has inflicted for 12 years, nor that there will be some miraculous light at the end of the tunnel of tyranny. Perhaps this is a rather pessimistic outlook on the years leading up to the next General Election, but unless in the unlikely event the soon-to-be PM decides to call a snap election to allow the public to finally boot out the last of this government and pave the way to some change, the situation seems rather hopeless…at least for the time being.

There’s no I in teamwork but maybe there’s space for me and you?

Teamwork is often promoted as a valuable transferable skill both by universities and employers. However, for many the sheer mention of this type of group activity is enough to fill them with dread. This is a shame, and I want to use this blog to explain why.

I’m definitely not one for sports, but even I cannot avoid the discourse around women’s football and Euro 2022. Much has been written about the talents and skill of England’s Lionesses, of which I know very little. Equally there has been disquiet around the overwhelming whiteness of the team, an inequality I am very familiar with throughout my studies of crime, criminality and criminal justice. Nevertheless this blog isn’t about inclusion and exclusion, but about teamwork. Football, like many activities is not a solo enterprise but a group activity. All members need to be able to rely upon their team mates for support, encouragement and ultimately success. If a player doesn’t turn up for training, doesn’t engage in sharing space, passing the ball and so on, the team will fail in their endeavours. Essentially, the team must be on the same page and be willing to sacrifice individuality (at times) for the good of the team. But football isn’t the only activity where teamwork is crucial.

One only has to imagine the police, another overwhelmingly white institution, but with a very different mandate and different measures of success. Here a lack of support from team mates could be a matter of life and death. Even if not so severe, the inability to work closely with other officers in a team can make professional and person life extraordinarily difficult to maintain. It has repercussions for individual offices, the police force itself and indeed, society.

Whilst I’ve the made the case for teamwork, it is not clear what makes a good team, or how it could be maintained. Do all teams work? Personal experience tells me that when members have very different agendas and lose sight of the main objective, team work can be very challenging, if not impossible. There has to be a buy in from all members, not just some. There has to be space for individuals to develop themselves as well as the wider team. However, when the individual aims continue to take priority over the collective, cracks emerge. The same experiences suggest that teamwork cannot be accomplished instantly regardless of intent. Teams take a long time to build rapport, to bond, to gain trust across members and this cannot be hurried. Furthermore, this process requires continuing individual and collective reflection and development. So where can we find an example of such excellence (outside of the wonderful Criminology Team, of course)?

I recently watched the BBC 4-part documentary My Life as a Rolling Stone. Produced to mark 60 years of the band, the documentary explores the lives of Mick Jagger, Keith Richards, Ronnie Wood and the late, Charlie Watts. There were lots of interesting aspects to each part, but the most striking to me was the sense of belonging. That the Rolling Stones are a cohesive team, with each member playing very different parts, but all essential to not only the success of the band, but also to the well-being of the four men. Alongside discussions around creativity, musicality and individual skills, they describe drug taking, alcohol abuse, romantic relationships, fights, falling out and making up. There were periods of silence, of discord and distrust and periods of celebration and sheer personal and collective joy. Working together they provide each other with exactly what they need to thrive individually and collectively.

These men have made more money than most of us can dream of. They have been to parts of the world and seen things that most of us will never see. All of them are heading toward 80 but keep writing and performing. More importantly for this blog, they seem to illustrate what teamwork looks like, one where communication is key, where disputes must be resolved one way or another, regardless of who was right and who was wrong and where the sheer sense of needing one another, belonging remains paramount. I could use a dictionary definition of teamwork, but it seems to me the Rolling Stones say it better than I ever could:

“You can’t always get what you want

But if you try sometime

You’ll find

You get what you need”

(Jagger and Richards, 1969).

No April Fools

The first of April has consisted of a steep 54% rise in what energy company’s can charge customers for using energy, with further rises set to occur in October. This coincides with rises to other bills such as council tax, national insurance and water within a climate of inflation. Previous to this many were struggling to make ends meet…what are these people supposed to do now?

Russia’s atrocities and Covid-19 have been blamed for the steep price increases and inflation. I suspect that employers will be using this as a reason to not increase the persistent low rises in wages that workers are receiving, all whilst their bosses are becoming richer and richer. Of course, both Russia and Covid will have a significant impact on the economy, however, it does not take a genius to be aware that people have been struggling to survive well before this, hence terms like, food poverty, period poverty and fuel poverty predate these issues. Also, so do the persistent low rises in wages for workers.  

Apparently, MPs are due a £2,200 pay rise which whilst it seems low (2.7%) compared to inflation, a few MPs themselves (such as Zarah Sultana) have stated that they do not need this pay rise as they already receive a high paying wage.

Oh, and let us not forget that the increasing energy prices will ensure that privatised fuel companies such as Shell and BP continue to profit, with a predicted profit of £40 BILLION for this year.

Meanwhile benefits for those who are not formally employed and spend a higher proportion of money on household bills and rent are set to increase by 3.1% – a rise which will not cover these price increases.

How is it that employers and the State cannot afford to pay people more – but can ensure high wages for the already rich, privileged and powerful?

It is not surprising that the government’s measures to deal with the problem, such as one-off payments and energy loans, have been heavily criticised as inadequate and significantly failing to support the lowest income homes. The government employs a group of elites and many are completely out of touch with reality. Apparently the man presiding over these measures, millionaire Rishi Sunak and his billionaire wife, often donate to charitable causes, such as donating £100,000 to Rishi’s former elitist private school. Because a private school in need is a pressing cause…yeah right!

The opposition parties have rightly criticised the Conservatives take on this but listening to Keir Starmer’s bumbling take on what Labour would do to solve these issues is also worrying. During an interview he stated that windfall tax could be a solution ‘for right now’ with no feasible long term plan. My usual vote for Labour in May will be damage control against more Tory time in power.

A long term TAX on THE RICH to use this money to support those that need it is not even that simple, given that the government accepts donations from the super-rich it is unlikely that decisions would be made to genuinely reduce inequality between the rich and poor. The world will never be a better place if those in power continue to focus on their own interests and huge profits in place of looking after people. The rise in energy prices on the first of this month was no April Fools’ joke…I really wish that it was.

A pit and no pendulum

Laughter is a great healer; it makes us forget miserable situations, fill us with endorphins, decreases our stress and make us feel better.  Laughter is good and we like people that make us laugh.  Comedians are like ugly rock-stars bringing their version of satire to everyday situations.  Some people enjoy situational comedy, with a little bit of slapstick, others like jokes, others enjoy parodies on familiar situations.  Hard to find a person across the planet that does not enjoy a form of comedy.  In recent years entertainment opened more venues for comedy, programmes on television and shows on the theatres becoming quite popular among so many of us. 

In comedy, political satire plays an important part to control authority and question the power held by those in government.  People like to laugh at people in power, as a mechanism of distancing themselves from the control, they are under.  The corrosive property of power is so potent that even the wisest leaders in power are likely to lose control or become more authoritarian.  Against that, satire offers some much needed relief on cases of everyday political aggression.  To some people, politics have become so toxic that they can only follow the every day events through the lens of a comedian to make it bearable.  

People lose their work, homes and even their right to stay in a country on political decisions made about them.  Against these situations, comedy has been an antidote to the immense pain they face.  Some politicians are becoming aware of the power comedy has and employ it, whilst others embrace the parody they receive.  It was well known that a US president that accepted parody well was Ronald Reagan.  On the other end, Boris Johnson embraced comedy, joining the panel of comedy programmes, as he was building his political profile.  Tony Blair and David Cameron participated in comedy programmes for charity “taking the piss” out of themselves.  These actions endear the leaders to the public who accept the self-deprecating attitude as an acknowledgment of their fallibility.   

The ability to humanise leaders is not new, but mass media, including social media, make it more possible now.  There is nothing wrong with that, but it is something that, like smoking, should come with some health warnings.  The politicians are human, but their politics can sometimes be unfair, unjust or outright inhuman.  A person in power can make the decision to send people to war and ultimately lead numerous people to death.  A politician can take the “sensible option” to cut funding to public spending directed at people who may suffer consequently.  A leader can decide on people’s future and their impact will be long lasting.  The most important consequence of power is the devastation that it can cause as the unanticipated consequence of actions.  A leader makes the decision to move people back into agriculture and moves millions to farms.  The consequence; famine.  A leader makes the decision not to accept the results of an election; a militia emerges to defend that leader.  The political system is trying to defend itself, but the unexpected consequences will emerge in the future. 

What is to do then? To laugh at those in power is important, because it controls the volume of power, but to simply laugh at politicians as if they were comedians, is wrong.  They are not equivalent and most importantly we can “take the piss” at their demeanour, mannerisms or political ideology, but we need to observe and take their actions seriously.  A bad comedian can simply ruin your night, a bad politician can ruin your life. 

Please don’t clap or cheer

In an uncomfortable irony, my regular blog entry has fallen on the 8 May 2020, the seventy-fifth anniversary of the end of World War 2 in Europe. I say uncomfortable because I find this kind of commemoration particularly challenging to comprehend, given my pacifist tendencies. I’m therefore going to take a rather circuitous route through this entry.

On the 20 March 2020 I wrote the first Thoughts from the Criminology team blog entry (focused on Covid-19), just a few hours after the University had moved to virtual working. Since then the team has tackled the situation in a variety of different ways.  In that I detailed my feelings and observations of life, as we knew it, suddenly coming to abrupt halt. Since then we have had 7 weeks of lockdown and it is worth taking stock of where we are currently.

At present the UK has recorded over 30,000 deaths attributed to the virus. These figures are by necessity inaccurate, the situation has been moving extremely fast. Furthermore, it is incredibly challenging to attribute the case of death, particularly in cases where there is no prior diagnosis of Covid-19. There has been, and remains a passionate discourse surrounding testing (or the lack of it), the supplies of Personal Protective Equipment (or the lack of it) and the government’s response (or lack of) to the pandemic. Throughout there has been growing awareness of disparity, discrimination and disproportionality. It is clear that we are not in all this together and that some people, some groups, some communities are bearing the brunt of the current crisis.

Having studied institutional violence for many years, it is evident that the current pandemic has shown a spotlight on inequality, austerity and victimisation. The role of institutions has been thrown into sharp relief, with their many failings in full view of anyone who cared to look. In 1942, Beveridge was clear that his “five giant evils” could have been addressed, prior to World War 2, yet in the twenty-first century we have been told these are insurmountable. Suddenly, in the Spring of 2020, we find that councils can house the homeless, that hungry children can be fed, that money can be found to ensure that those same children have access to educational resources. We also find that funds can be located to build emergency hospitals and pay staff to work there and across all other NHS sites.

Alongside this new-found largesse, we find NHS staff talking about the violences they face. The violence of being unable to access the equipment they need to do their jobs, the violence of being deprived of regular breaks, the violence of racism, which many staff face both internally and externally. We hear similar tales from care workers, supermarkets workers, delivery drivers, the list goes on. Yet we are told by the government that we are all in this together. This we are told, is demonstrated by gathering on doorsteps to clap the NHS and carers. It can be compared with the effort of those during World War II, or so we are told. If we just invoke that “Blitz Spirit” “We’ll Meet Again” at the “White Cliffs of Dover”.

However, such exhortations come cheap, it costs nothing in time, or money, to clap, or to sing war time songs. To do so puts a veneer of respectability and hides the violent injustices inherent in UK society and the government which leads it. It disguises and obfuscates the data that shows graphic racial and social economic disparity in the death toll. Similarly, it avoids discussion of the role that different individuals, groups and communities play in working to combat this horrible virus.  As a society we have quickly forgotten discussions around deserving/undeserving poor, the “hostile environment” and those deemed “low-skilled”. It camouflages the millions of people who are terrified of unemployment, poverty and all of the other injustices inherent within such statuses. It hides the fact that these narratives are white and male and generally horribly jingoistic by ignoring the contribution of anyone, outside of that narrow definition, to WWII and to the current pandemic. It is trite and demonstrates an indifference to human suffering across generations.

Let’s stop focusing on the cheap, the obvious and the trite and instead, once this is over, treat people (all people) with respect. Pay decent wages, enable access to good quality nutrition, education, health care, welfare and all of the other necessities for a good life. And by all means commemorate the anniversary of whatever you like, but do not celebrate war, the biggest violence of all, without which many more lives would be improved.

Hypocrites or just human?

At a time of a significant religious festival in the Christian calendar and at a time of global anxiety, sacrifice and distress, it seems apt to reflect on where we stand in it all.

Like most, I watch the television, listen to the radio, tap into social media (albeit only on limited occasions), receive emails and listen to family, friends and colleagues.

I am amazed by the sacrifice that some people make to protect or look after others and yet dismayed by the actions and comments of some.  And yet as I ponder on the current situation I realise that it only brings into focus behaviours, actions and comments that were already there.  Perhaps, the circumstances have allowed some to shine or provided more of a focus on those that already do outstanding things, and this is a good thing but human nature as it is, doesn’t really change. Here are a few examples, I’m sure if you reflect on these you will think of more.

  • We lament at the inequality in the world, but we do little about it.  Instead, we fight to buy up all the toilet rolls that we can, lest we run out.
  • We complain the government haven’t done enough in the current crisis and then flout the guidelines they gave us on social gatherings and movement or cause others to do so (did you really need that Amazon order?)
  • We complain about our work conditions, but we are content for the company or organisation to continue paying us, often saying they don’t pay us enough
  • We are upset by colleagues who do us a disservice and then denigrate others because of their so-called ineptitude
  • We complain about being bullied but go on to display the same bullying behaviours that we complained about
  • We call people misogynistic but then in the same breath suggest that the world would be better without men or that women do a better job
  • We accuse people of being racist but then use derogatory and stereotypical language to describe those that we accuse
  • We condemn those that we see as privileged and suggest they should give up their wealth and status. And yet we fail to consider our own privilege and are not prepared to give up what we have (see the first comment re inequality)
  • We see the criminal justice system as unfair but would be the first to complain if we were a victim of crime and the offender wasn’t brought to justice. What we see as justice is dependent on the impact the wrongful act has on us
  • We commit crimes, albeit perhaps minor ones or committed crimes when we were younger and didn’t know better, yet we castigate others for being criminal.  Welfare cheats are awful, but tax payments are to be avoided

I could go on, but I think by now you get the general idea. I’ll return to religion if I may, not that I’m religious, but I did start off the blog with an acknowledgement of the timing in line with the Christian calendar: “He that is without sin among you, let him cast the first stone at her”, (John, 8:7).  Maybe we should be a little more honest with ourselves and think about what we say or do before we judge and condemn others.  I do wonder though, are we all hypocrites, or is it part of the pathology of just  being human?

1st Sunday 2020 Sunrise over Lake Jordan, Alabama

It’s 6:20am.

I’ve stopped by an infamous breakfast food chain and ordered a bottomless coffee, and a breakfast combo that comes with two fried eggs, two different rations of fried pork and bottomless pancakes.

Waiting for my order, I notice that not less than four varieties of syrup rest on the table, accompanied by salt, pepper, and a ceramic cup full of packages of sugar and two varieties of artificial sweeteners.

A whole tub of single-serve full fat creamers comes with my bottomless coffee, which I promptly sent back.

 

The young lady serving is massively obese, as are most of the other people who both serve and patronize this business.

And this is business as usual throughout the south, and now most of America, particularly at these sorts of times, especially in these sorts of businesses.

 

The joint had only been open since the top of the hour, and so I could overhear the duty manager dealing out the day’s duty rations.

 

As two of the team followed her around, I heard her explain that she was reserving the spillover seating section for whoever showed up “super-late.”

Knowing management speak, I heard ‘super-late’ as a shaming label used to monitor and control behavior.

 

I heard her punctuate these instructions by explaining that someone’s shift had started at 5:30 yet they still hadn’t shown up.

 

 

“You ok, sweetie,” the young lady breezes over and asks me casually.

“I’m fine,” I quickly replied, adding: “It’s good, too,” as if she or the cook had actually hand-made any of this meal.

They’ve each opened a prescribed set of processed-food packages, followed heavily prescribed recipes, and followed heavily prescribed orders passed down from management.

And yet I do appreciate their labour.

 

In my capacity, I get to sit and muse about them, while THIS is their career.

Yesterday, while sitting in another infamously southern* roadside-mass-food-chain, my uncle mentioned that he was pleased to see that young people were working at these types of places again.

“Uh huh,” I hummed agreeingly as I panned the restaurant noting the youthfulness of the staff.

 

Since the 90’s and certainly since the recession, these jobs had become life-long career moves, where previously these were held down by early-career part-timers.

Whether paying their way through school or training, or beefing their resumes for eventual factory employment, these part-timer jobs weren’t suitable for adults as they come with few, if any, benefits…most notably, healthcare.

This satellite town, for example, sits just outside the seat of Civil Rights and grew during Jim Crow around a large paper mill that one can still smell miles away.

 

 

Back in my bottomless breakfast, my server keeps inquiring if I’m ok as she goes about setting up the condiments and flatware for each table.

 

I’m the only one here, which I remark upon.

This is the south, so that remark garnered a whole commentary on her part.

 

She detailed when they opened and closed, and that she’d recently shifted from the nightshift to mornings, as “making $10 here and $10 there don’t cut it.”

 

 

She then added that she’d served a party of 15 who’d left her a $40 tip.

She further explained that last year she’d served at a 1-year old’s birthday party, “because they didn’t have no cake.”

By now, I’ve gotten a good look at the server and sense that she’s in her mid-twenties.

 

As I listen, I, of course, contemplate what sort of tip I should leave: Would it be obscene to leave a $10 tip which I could easily afford. Afterall, I had shown up in what must seem like a large, expensive, exotic European vehicle (how could she know it’s my mom’s not mine; how would she know that I’m just passing through town).

 

 

This year, she continued, they had her “second birthday party right back there,” pointing to a far corner.

 

Remember, all I did to kick off this conversation was remark how quiet it was at this time in the morning.

From then on, the server kept offering me little tidbits of info each time she passed by.

I hadn’t lived in the south for many years, but it was still this sort of human interaction that drummed-up home for me.

 

“I’m gonna go ahead and do my syrups,” she quipped as she passed each table over lightly with a dry cloth.

 

Then, after passing to reassure me that my next helping of pancakes was on its way, she explained that the location was under new management.

Pointing to the woman I’d overheard earlier dealing out duties and instructions, the server said, “This one’s only been here since Sunday.”

It’s Tuesday morning.

 

Now, I notice that the server has leaned against a nearby chair, pausing with her other hand on her hip.

It’s as if settling in to tell me a good story. She is now giving me unsolicited insider information.

I start to realize and remember just how such interactions are so disarming. She had something to say each time she was within earshot, as if mindfully managing our shared personal space.

I smile at this realization, recalling the familiarity with which people speak in Vietnam. The distance of more formal ways of being and communicating seem silly here…and there.

 

I am simultaneously reminded of life in Mali, where people genuinely do greet anyone nearby, referring to those in their personal space with some term of familial familiarity depending on the relationship and perceived ages like auntie/uncle,  or else girl/boy-friend (teri- muso/ce), big/little- sister/brother (koro-/dogo- muso/ce).

 

It’s as if all of these experiences collide into the present moment, and I experience them all at once, like Dr. Manhattan.

 

The server then explained in detail how the previous manager had fallen ill and could therefore only show up intermittently.

Apparently, the point of all this was that they were hiring a manager, and sought someone outside the current team, because, as my server said, “We all know one another.”

“Don’t that make sense,” she said raising her brow, nodding grinningly.

“So, if you know anybody with management experience,” she said, then tailored off.

 

I suddenly wonder what Flannery O’Conner must have witnessed in her life and times in the dirty south.

I was on my way to grab a coffee at THAT internationally known coffee house, but passed this all-day-breakfast joint on the way.

 

I recalled the bottomless offers here and knew I could get more value here than a $5 Latte. Sure, I’ve got country music in the background, but at least it’s not tuned to conservative propaganda Faux News like in most other public spaces here in Alabama.

 

Indeed, for just a few dollars more, I’ve got access to bottomless filtered coffee and well more than any human should eat in any one sitting.

 

Besides, no one is in here posing, and, as I said, I got a side of free companionship.

Empathy Amid the “Fake Tales of San Francisco”*

This time last week, @manosdaskalou and I were in San Francisco at the American Society of Criminology’s conference. This four-day meeting takes place once a year and encompasses a huge range of talkers and subjects, demonstrating the diversity of the discipline. Each day there are multiple sessions scheduled, making it incredibly difficult to choose which ones you want to attend.

Fortunately, this year both of our two papers were presented on the first day of the conference, which took some of the pressure off. We were then able to concentrate on other presenters’ work. Throughout discussions around teaching in prison, gun violence and many other matters of criminological importance, there was a sense of camaraderie, a shared passion to understand and in turn, change the world for the better. All of these discussions took place in a grand hotel, with cafes, bars and restaurants, to enable the conversation to continue long after the scheduled sessions had finished.

Outside of the hotel, there is plenty to see. San Francisco is an interesting city, famous for its Golden Gate Bridge, the cable cars which run up and down extraordinarily steep roads and of course, criminologically speaking, Alcatraz prison. In addition, it is renowned for its expensive designer shops, restaurants, bars and hotels. But as @haleysread has noted before, this is a city where you do not have to look far to find real deprivation.

I was last in San Francisco in 2014. At that point cannabis had been declassified from a misdemeanour to an infraction, making the use of the drug similar to a traffic offence. In 2016, cannabis was completely decriminalised for recreational use. For many criminologists, such decriminalisation is a positive step, marking a change from viewing drug use as a criminal justice problem, to one of public health. Certainly, it’s a position that I would generally subscribe to, not least as part of a process necessary to prison abolition. However, what do we really know about the effects of cannabis? I am sure my colleague @michellejolleynorthamptonacuk could offer some insight into the latest research around cannabis use.

When a substance is illegal, it is exceedingly challenging to research either its harms or its benefits. What we know, in the main, is based upon problematic drug use, those individuals who come to the attention of either the CJS or the NHS. Those with the means to sustain a drug habit need not buy their supplies openly on the street, where the risk of being caught is far higher. Thus our research population are selected by bad luck, either they are caught or they suffer ill-effects either with their physical or mental health.

The smell of cannabis in San Francisco is a constant, but there is also another aroma, which wasn’t present five years ago. That smell is urine. Furthermore, it has been well documented, that not only are the streets and highways of San Francisco becoming public urinals, there are also many reports that public defecation is an increasing issue for the city. Now I don’t want to be so bold as to say that the decriminalisation of cannabis is the cause of this public effluence, however, San Francisco does raise some questions.

  1. Does cannabis cause or exacerbate mental health problems?
  2. Does cannabis lead to a loss of inhibition, so much so that the social conventions around urination and defecation are abandoned?
  3. Does cannabis lead to an increase in homelessness?
  4. Does cannabis increase the likelihood of social problems?
  5. Does the decriminalisation of cannabis, lead to less tolerance of social problems?

I don’t have any of the answers, but it is extremely difficult to ignore these problems. The juxtaposition of expensive shops such as Rolex and Tiffany just round the corner from large groups of confused, homeless people, make it impossible to avoid seeing the social problems confronted by this city. Of course, poor mental health and homelessness are not unique to San Francisco or even the USA, we have similar issues in our own town, regardless of the legal status of cannabis. Certainly the issue of access to bathroom facilities is pressing; should access to public toilets be a right or a privilege? This, also appears to be a public health, rather than CJS problem, although those observing or policing such behaviour, may argue differently.

Ultimately, as @haleysread found, San Francisco remains a City of Contrast, where the very rich and the very poor rub shoulders. Unless, society begins to think a little more about people and a little less about business, it seems inevitable that individuals will continue to live, eat, urinate and defection and ultimately, die upon the streets. It is not enough to discuss empathy in a conference, no matter how important that might be, if we don’t also empathise with people whose lives are in tatters.

We Want Equality! When do we want it?

I’ve been thinking a lot about equality recently. It is a concept bandied around all the time and after all who wouldn’t want equal life opportunities, equal status, equal justice? Whether we’re talking about gender, race, sexual orientation, disability, age, marital status. religion, sex or maternity (all protected characteristics under the Equality Act, 2010) the focus is apparently on achieving equality. But equal to what? If we’re looking for equivalence, how as a society do we decide a baseline upon which we can measure equality? Furthermore, do we all really want equality, whatever that might turn out to be?

Arguably, the creation of the ‘Welfare State’ post-WWII is one of the most concerted attempts (in the UK, at least) to lay foundations for equality.[1] The ambition of Beveridge’s (1942) Report of the Inter-Departmental Committee on Social Insurance and Allied Services was radical and expansive. Here is a clear attempt to address, what Beveridge (1942) defined as the five “Giant Evils” in society; ‘squalor, ignorance, want, idleness, and disease’. These grand plans offer the prospect of levelling the playing field, if these aims could be achieved, there would be a clear step toward ensuring equality for all. Given Beveridge’s (1942) background in economics, the focus is on numerical calculations as to the value of a pension, the cost of NHS treatment and of course, how much members of society need to contribute to maintain this. Whilst this was (and remains, even by twenty-first century standards) a radical move, Beveridge (1942) never confronts the issue of equality explicitly. Instead, he identifies a baseline, the minimum required for a human to have a reasonable quality of life. Of course, arguments continue as to what that minimum might look like in the twenty-first century. Nonetheless, this ground-breaking work means that to some degree, we have what Beveridge (1942) perceived as care ‘from cradle to grave’.

Unfortunately, this discussion does not help with my original question; equal to what? In some instances, this appears easier to answer; for example, adults over the age of 18 have suffrage, the age of sexual consent for adults in the UK is 16. But what about women’s fight for equality, how do we measure this? Equal pay legislation has not resolved the issue, government policy indicates that women disproportionately bear the negative impact of austerity. Likewise, with race equality, whether you look at education, employment or the CJS there is a continuing disproportionate negative impact on minorities. When you consider intersectionality, many of these inequalities are heaped one on top of the other. Would equality be represented by everyone’s life chances being impacted in the same way, regardless of how detrimental we know these conditions are? Would equality mean that others have to lose their privilege, or would they give it up freely?

Unfortunately, despite extensive study, I am no closer to answering these questions. If you have any ideas, let me know.
