Doing the right thing

It seems that very often, the problem with politics in this country is that it gets in the way of doing the right thing.  Despite the introduction of the The Seven Principles of Public Life known as the Nolan Principles, politicians (not all of them of course, but you will have seen ample examples) still seem to be hell bent on scoring political advantage, obfuscating on matters of principle and where possible avoiding real leadership when the country is crying out for it.  Instead, they look to find someone, anyone, else to blame for failures that can only be described as laying clearly at the door of government and at times the wider institution of parliament.

One example you may recall was the complete farce in parliament where the speaker, Sir Lyndsay Hoyle, was berated for political interference and breaking the rules of the house prior to a debate about a ceasefire in Gaza. It became quite obvious to anyone on the outside that various political parties, Conservatives, Labour and the Scottish National Party were all in it to score points. The upshot, rather than the headlines being about a demand for a ceasefire in Gaza, the headlines were about political nonsense, even suggesting that the very core of our democracy was at stake. Somehow, they all lost sight of what was important, the crises, and it really is still a crisis, in Gaza. Doing the right thing was clearly not on their minds, morals and principles were lost along the way in the thrust for the best political posturing.

And then we come to the latest saga involving political parties, the WASPI women (Women Against State Pension Inequality) campaign. The report from the Parliamentary and Health Service Ombudsman has ruled that the Department for Work and Pensions (DWP) “failed to provide accurate, adequate and timely information” about changes to pension ages for women. The report makes interesting reading.  In essence, it accuses the DWP of maladministration on several counts.

The Pensions Act 1995 changed the way in which women could draw their pensions in an effort to equalise the age with men. A timetable was drawn up raising the qualifying age for women from 60 to 65, with the change phased in between 2010 and 2020. However, under the Pensions Act 2011, the new qualifying age of 65 for women was brought forward to 2018.  The report acknowledges that the DWP carried out campaigns from 1995 onwards but in 2004 received results of research that a considerable number of affected women still believed that their retiring age was 60.  Unfortunately, through prevarication and for some quite inexplicable reasoning the women affected were not notified or were notified far too late.  There was a calculation carried out that suggested some women were not told until 18 months before their intended retirement date.  The matter was taken before the courts but the courts ruling did nothing to resolve the issue other than providing a ruling that the DWP were not required by law to notify the women.

You can read about the debacle anywhere on the Internet and the WASPI women have their own Facebook page. What seems astounding is that both the Government and the opposition have steadfastly avoided being drawn on the matter of compensation for these women.  I should add that the maladministration has had serious detrimental impacts on many of them.  Not even a sorry, we got it wrong.  Instead we see articles written by right wing Conservatives suggesting the women had been provided with ample warning.  If you read the report, it makes it clear that provisions under the Civil Service Code were not complied with.  It is maladministration and it took place under a number of different governments.   

Not getting it right in the first instance was compounded by not getting it right several times over later on.  It seems that given the likely cost to the taxpayer, this maladministration is likely, like so many other cock ups by government and its agencies, to be kicked into the long grass. Doing the right thing is a very long, long way away in British politics. And lets not forget the Post Office scandal, the infected blood transfusion scandal and the Windrush scandal to name but a few.  So little accountability, such cost to those impacted.

Late: The word that defines the UK’s Coronavirus pandemic management

Picture the scene. We are in Downing Street and the news media are awaiting another coronavirus press conference. Professor Chris Whitty, the Chief Medical Officer for England is ready. Sir Patrick Vallance the Chief Scientific Advisor is ready. Where is the Prime Minister (PM)? Late again.

I have this vision of our PM frantically scurrying around like the White Rabbit in Alice in Wonderland humming “I’m late I’m late for very important date”. We might all smile at this vision but I’m afraid the analogy of being late is not a laughing matter when it is applied as the major theme for the UK governments management of what I described in a previous blog as the worst public health crisis in my lifetime. I also recall the PM famously using the phrase “A stitch in time saves nine” which is indeed true however in a pandemic being late or not sewing that stitch in time can and has cost thousands of lives.

In the week that has seen the UK pass 100,000 deaths it is right to reflect on the tragic loss of life. The call from government saying this is not the time to analyse why the UK has done so badly is in my view the wrong line to take. The government could learn a thing or two from the UK health care professions who for years have developed themselves as reflective practitioners. Donald Schon (1983) wrote extensively about reflection in terms of the creation of learning organisations who can both reflect in and on action. It is the former that has been sadly lacking in the UKs response to the coronavirus crisis. Reflection needs to be on the table throughout the pandemic and had it been, we may not have repeated the same mistakes. The management of pandemics is well documented in the medical literature. Professor Chris Whitty the Chief Medical Officer for England outlines how to manage a pandemic in this useful lecture at Gresham College.

Indeed it is also important to remind us of the words of Sir Patrick Vallance who when recommending the urgency of action in a pandemic implored that we “go earlier than you think you want to, go a bit harder than you think you want to and go broader than you think you want to in terms of restrictions.” My observation of the UK pandemic response leads me to conclude that we failed to do any of these. However, for this blog let’s focus on timing. Going early in terms of restrictions and other actions can have an enormous beneficial impact.

The last year has been to coin an overstated phrase “unprecedented” with many arguing that any government would have been overwhelmed and struggled to manage the crisis. Is this fair? One can look at other countries who have managed the situation better and as such have had better outcomes. New Zealand, Australia, Korea for example. Others will point to the differences between countries in terms of geography, population, culture, transport, relative poverty, healthcare systems, reporting mechanisms and living conditions which make comparisons inherently complex. 

With the current death toll in the UK so high and continuing to rise, and many scientists telling us that things will inevitably get worse before they get better the question everyone is asking is : What has gone wrong? In this blog I’m going to argue that in large part our problems are based on a lack of urgency in acting. I’m arguing that we have not followed Sir Patrick Vallance’s recommendation and in particular we have been late to act throughout. Below I will set out the evidence for this and propose some tentative reasons as to why this has been the case.

Firstly, despite a pandemic being recognised as the largest threat to any country (it will always be top of any country’s risk register) the UK was slow to recognise the impending crisis and late to recognise the implications of a virus of this nature and how quickly it can spread globally.  History informs us of how quickly Spanish flu spread in 1918. The UK was never going to be immune. Late recognition and poor pandemic preparedness meant we were late to get in place the critical infrastructure required to mount a response. Despite several warnings and meetings of the civil contingencies committee (COBR) the health secretary Matt Hancock was dismissive of the threat playing it down. Indeed, the PM failed to attend several early meetings giving the impression that the UK were not taking this as seriously as they should.

When faced with a looming medical/public health emergency it is important that the scientific advisors are in place early (which they were) and that their advice is acted upon. The evidence clearly points to a slow response to this advice which manifested itself in several critical late decisions early in the pandemic. The UK did not close its borders and implement quarantine measures allowing the virus to seed extensively in all parts of the community. Once community transmission had been established it was too late. It did not have in place a substantive testing regime, largely because we were unprepared. It very quickly became clear when we switched from community testing to testing only those in hospital with Covid symptoms that we lacked critical mass testing capacity and hence spent months trying to catch up. Evidence from previous outbreaks of SARS and MERS demonstrated how important mass testing was in controlling the spread, a position advocated by the World Health Organization (WHO). The UK saw case numbers grow rapidly and was slow to get the important public health messages out. Consequently, hospital admissions increased, and the death toll leapt. We were in serious danger of the NHS becoming overwhelmed with critically ill Covid patients.

Public health, medical and scientific experts suggested through their modelling exercises that the death toll, if we didn’t act quickly, could exceed 500,000; a situation socially and politically unpalatable. Therefore, in the absence of no known treatments and no vaccine we would have to resort to the tried and tested traditional methods for the suppression of a respiratory borne virus. Robust hand hygiene, respiratory/cough etiquette and maintaining social distance to reduce close social interaction. The logical conclusion was that to radically reduce social contacts we needed to lockdown. It is widely acknowledged now that the UK was at least a week late in introducing the first lockdown in March 2020.

In the meantime, the virus was sweeping through vulnerable elderly groups in care homes. We were again late to recognise this threat and late to protect them despite Hancock’s claims of throwing a ring of protection around them. The death toll continued to mount. At this stage both the Health (NHS) and care sectors were under enormous pressure and ill equipped to manage. The greatest worry at that stage was lack of adequate Personal Protective Equipment (PPE). Due to our ill preparedness we were late to provide appropriate PPE to both the NHS and the care home sector, exposing healthcare workers to undue risk. The death toll of healthcare workers in any pandemic is high and we were now starting to see this rise in the UK.

Another major criticism during the earlier months was how slow we were in ramping up testing capacity, tracking, tracing cases and ensuring isolation measures were in place. Indeed, concerns about test, trace and isolation continue today. However, lockdown and other public health measures did reduce the case numbers through the summer but inevitably the virus, which thrives in cold damp conditions started to cause further problems as we approached autumn and winter. Combined with this the UK saw a new variant of the virus emerge in the autumn with greater transmissibility. Cases started to rise again along with the inevitable hospital admissions and deaths. It appeared despite warnings from all scientists and health professionals that a second wave was highly possible we were late to recognise the emergence of a second wave of infections. The signs of which were there in September 2020. This led to a second lockdown in November when the advice from the scientific advisors was to lockdown in mid-October or earlier. This decision was compounded by a complex tiered restrictions arrangement to manage outbreaks locally aimed at the avoidance of unnecessary restrictions. Meanwhile the death toll continued to mount.

Notwithstanding the emergence of a new variant of the virus during the second lockdown everyone’s attention was switched to Christmas. The advice offered from government that restrictions would be relaxed for five days was met with incredulity by health professions who argued that this would simply allow the virus to be spread exponentially through greater household mixing. All the evidence at this stage pointed to household mixing as the primary source of transmission. As the situation worsened following the release of lockdown in early December it became obvious that the Christmas guidance had to change. To no ones surprise the advice was changed at the last-minute meaning everyone would have to rearrange their plans. The late change to the Xmas guidance probably meant more family mixing than would have happened had the advice been robust and communicated to the public earlier. Very quickly after Christmas we saw rapid changes to the tier management despite calls for a further lockdown. Cases rose rapidly, hospital admissions were now worse than in the first wave and scientists called for a lockdown. Consequently, we were late implementing Lockdown 3.

Throughout the pandemic the government has provided detailed guidance on restrictions, care homes, travel arrangements and education. It’s difficult to get this right all the time but the issuing of guidance was at times so late it became difficult to interpret the issues with clarity. Probably one the best examples of this relates to the advice provided to schools. Should they stay open or close? What should the Covid secure measures be? How do you construct bubbles of students to reduce social contact? Covid testing of pupils and staff? examinations and assessment guidance? However, the final straw was surely when schools opened in January after the Christmas break to only be told they had to close the very next day as we moved into Lockdown 3.

In conclusion it is said that to manage a pandemic you need a clear, robust strategic plan. The evidence presented here would suggest a lack of strategic planning with crisis decision making on the hoof. Some have argued that we have a PM who struggles to take the big decisions required, who procrastinates and inevitably is left with Hobson’s choice. If you couple this with a group of key ministers who appear to lack the competence to carry their portfolios we have the recipe for a disaster. The consequence of which means the UK has experienced a terrible outcome across a whole set of health, education and economic indicators.

A pit and no pendulum

Laughter is a great healer; it makes us forget miserable situations, fill us with endorphins, decreases our stress and make us feel better.  Laughter is good and we like people that make us laugh.  Comedians are like ugly rock-stars bringing their version of satire to everyday situations.  Some people enjoy situational comedy, with a little bit of slapstick, others like jokes, others enjoy parodies on familiar situations.  Hard to find a person across the planet that does not enjoy a form of comedy.  In recent years entertainment opened more venues for comedy, programmes on television and shows on the theatres becoming quite popular among so many of us. 

In comedy, political satire plays an important part to control authority and question the power held by those in government.  People like to laugh at people in power, as a mechanism of distancing themselves from the control, they are under.  The corrosive property of power is so potent that even the wisest leaders in power are likely to lose control or become more authoritarian.  Against that, satire offers some much needed relief on cases of everyday political aggression.  To some people, politics have become so toxic that they can only follow the every day events through the lens of a comedian to make it bearable.  

People lose their work, homes and even their right to stay in a country on political decisions made about them.  Against these situations, comedy has been an antidote to the immense pain they face.  Some politicians are becoming aware of the power comedy has and employ it, whilst others embrace the parody they receive.  It was well known that a US president that accepted parody well was Ronald Reagan.  On the other end, Boris Johnson embraced comedy, joining the panel of comedy programmes, as he was building his political profile.  Tony Blair and David Cameron participated in comedy programmes for charity “taking the piss” out of themselves.  These actions endear the leaders to the public who accept the self-deprecating attitude as an acknowledgment of their fallibility.   

The ability to humanise leaders is not new, but mass media, including social media, make it more possible now.  There is nothing wrong with that, but it is something that, like smoking, should come with some health warnings.  The politicians are human, but their politics can sometimes be unfair, unjust or outright inhuman.  A person in power can make the decision to send people to war and ultimately lead numerous people to death.  A politician can take the “sensible option” to cut funding to public spending directed at people who may suffer consequently.  A leader can decide on people’s future and their impact will be long lasting.  The most important consequence of power is the devastation that it can cause as the unanticipated consequence of actions.  A leader makes the decision to move people back into agriculture and moves millions to farms.  The consequence; famine.  A leader makes the decision not to accept the results of an election; a militia emerges to defend that leader.  The political system is trying to defend itself, but the unexpected consequences will emerge in the future. 

What is to do then? To laugh at those in power is important, because it controls the volume of power, but to simply laugh at politicians as if they were comedians, is wrong.  They are not equivalent and most importantly we can “take the piss” at their demeanour, mannerisms or political ideology, but we need to observe and take their actions seriously.  A bad comedian can simply ruin your night, a bad politician can ruin your life. 

“Back to the future”: 2019 A Year of Violence?

When I was young, 2020 seemed like the stuff of science fiction. Programmes like Tomorrow’s World held the promise of a future full of leisure, with technology taking the strain in all aspects of human life. Now we’re in 2020 it appears we have plenty of technology, but whether it adds or subtracts from the lived human experience, is still very much up for discussion. Certainly, it is increasingly difficult to separate work from leisure with the liquidity technology brings.

As is traditional for this time of year, the mind turns to reflection on the year gone by. This year is no different, after all it, like many others, has been packed with both good and bad experiences. Personally, 2019 was challenging in a number of different arenas, my patience, temerity and resilience have been tested in many novel ways. Events have caused me to reflect upon my own values and philosophies and my moral and ethical compass has been and continues to be tested. I don’t intend to go into lots of detail here, but it feels to me as if violence is increasingly impinging on all aspects of life. The first few days of 2020 suggests this perception is likely to continue with Trump’s decision to assassinate ‘Iran’s top general and second most powerful official, Qassem Suleimani’.

In December, 2019 we saw yet another general election. Whatever your particular persuasion, it is difficult to view British politics as anything other than increasingly personalised and aggressive. Individuals such as David Lammy MP, Diane Abbott MP, Caroline Dinenage MP, as well as campaigners such as Gina Miller and Greta Thunberg are regularly attacked on twitter and through other media. However,  it is not all one sided, as Drillminster showed us in 2018 with his artistic triumph Political Drillin. It is clear that these verbal attacks are beginning to become part and parcel of political life. Such behaviour is dangerous, on many levels, political discourse is a necessity in a mature democracy and shutting up discordant voices cannot lead to unity in the UK.

In November, we were shocked and horrified by the terrorist attack at Fishmonger’s Hall. This attack on colleagues involved in prison education, raised questions around individual and collective decisions to engage with criminology with convicted criminals. Nevertheless, despite such horrific violence, the principles and practice of prison higher education remain undaunted and potentially, strengthened.

October, saw the publication of Grenfell Phase 1. This document identifies some of the issues central to the horrific fire at Grenfell Tower in 2017. Whether this and later publications can ever really make sense of such complexity, offer the victims and survivors comfort and go some way to ensuring justice for all those involved, remains to be seen. Those who have studied CRI3003 Violence with me are likely to be cynical but it is early days.

For much of September, the focus was on the prorogation of parliament and the subsequent court case. As with December, there were many complaints about the violence of language used both inside and outside parliament. Particularly, notable was the attack on MP Jess Phillips’ constituency office and arguments around the inflammatory language used by PM Boris Johnson.

In August, the media published video footage of Prince Andrew with his friend, the convicted sex offender Jeffrey Epstein. This story rumbles to the end of the year, with more allegations made toward the prince, culminating in an infamous interview which threatens to continue unabated.

July saw the end of a trial into modern slavery, leading to prison sentences for 8 of those involved. The judge concluded that slavery was still thriving in the UK, often ‘hiding in plain sight’. What support is available to those subjected to this violence, is not clear, but prison sentences are unlikely to make any material benefit to their lives.

In June, shocking footage emerged of MP Mark Field forcibly removing a female protester. Strikingly his colleague, MP Johnny Mercer tweeted  ‘if you think this is “serious violence” you may need to recalibrate your sensitivities’. After some years teaching around violence, I have no idea what Mr Mercer feels qualifies as violence, but putting your hands on another’s throat would seem to a reasonable starting point.

May saw attention drawn to the media, with the racism of Danny Baker and inherent cruelty of the Jeremy Kyle Show. Arguments which followed suggest that, for many, neither were seen as problematic and could be dismissed as so-called “entertainment”.

April saw the collapse of the first trial of David Duckenfield, police commander at the 1989 Hillsborough disaster. Although put on trial again, later in the year, he was found not guilty on the 28 November, 2019. The chair of the Hillsborough Family Support Group, Margaret Aspinall perhaps spoke for everyone involved when she asked ‘When 96 people – they say 95, we say 96 – are unlawfully killed and yet not one person is accountable. The question I’d like to ask all of you and people within the system is: who put 96 people in their graves? Who is accountable?’ After 30 years, it seems justice is still a long way away for the victims, survivors and their families.

After years of growth in life expectancy, in March the Institute and Faculty of Actuaries published data suggested that this was no longer the case in the UK. Although they offered no conclusions as to why this was the case, evidence indicating that the ideology of austerity costs lives, cannot be discounted.

In February, the Office for National Statistics announced homicidal knife crime was at the highest level for over 70 years.  Despite harsher sentences for those carrying knifes, evidence from the College of Policing indicates that such penalties exacerbate rather than improve the situation.

The new year began with squabbling about Brexit and the expected impact on Northern Ireland. On the 20 January 2019 a bomb detonated in Londonderry, fortunately with no injuries. For those of us old enough to remember “The Troubles”, footage of the incident brings back many horrific memories. Nevertheless, discussions around Northern Ireland and Brexit continue throughout 2019 and into 2020, with little regard for the violence which has ensued in the past.

Many events have happened in 2019, as with every other year and what stays in the mind is an individual matter. I feel that my world has become more violent, or maybe I have just become more attuned to the violence around me. I make no apology for my adherence to pacifist ideology, but this perspective has been and no doubt, will continue to be challenged. I must consider whether there comes a time when ideology, values, philosophy, temerity and resilience, are little more than good old-fashioned stubbornness. Until that point of no return comes, I will stand my ground and for every violent action that occurs, I will try my best to work toward a better world, once in which equality, peace and social justice reign supreme.

So, we have a new prime minister Boris Johnson.  Donald Trump has given his endorsement, hardly surprising, and yet rather than having a feeling of optimism that Boris in his inaugural speech in the House of Commons wished to engender amongst the population, his appointment fills me with dread.  Judging from reactions around the country, I’m not the only one, but people voted for him just the same as people voted for Donald Trump and Volodymyr Zelensky, the recently elected Ukrainian president.

The reasons for their success lie not in a proven ability to do the job but in notions of popularity reinforced by predominantly right-wing rhetoric.  Of real concern, is this rise of right wing populism across Europe and in the United States.  References to ‘letter boxes’ (Johnson, 2018), degrading Muslim women or tweeting ethnic minority political opponents to ‘go back to where they came from’ (Lucas, 2019) seems to cause nothing more than a ripple amongst the general population and such rhetoric is slowly but surely becoming the lingua franca of the new face of politics.  My dread is how long before we hear similar chants to ‘Alle Juden Raus!’ (1990), familiar in 1930s Nazi Germany?

It seems that such politics relies on the ability to appeal to public sentiment around nationalism and public fears around the ‘other’.  The ‘other’ is the unknown in the shadows, people who we do not know but are in some way different.  It is not the doctors and nurses, the care workers, those that work in the hospitality industry or that deliver my Amazon orders.  These are people that are different by virtue of race or colour or creed or language or nationality and, yet we are familiar with them.  It is not those, it is not the ‘decent Jew’ (Himmler, 1943), it is the people like that, it is the rest of them, it is the ‘other’ that we need to fear.

The problems with such popular rhetoric is that it does not deal with the real issues, it is not what the country needs.  John Stuart Mill (1863) was very careful to point out the dangers that lie within the tyranny of the majority.  The now former prime minister Theresa May made a point of stating that she was acting in the national Interest (New Statesman, 2019).  But what is the national interest, how is it best served? As with my university students, it is not always about what people want but what they need.  I could be very popular by giving my students what they want.  The answers to the exam paper, the perfect plan for their essay, providing a verbal precis of a journal article or book chapter, constantly reminding them when assignments are due, turning a blind eye to plagiarism and collusion*.  This may be what they want, but what they need is to learn to be independent, revise for an exam, plan their own essays, read their own journal articles and books, plan their own assignment hand in dates, and understand and acknowledge that cheating has consequences.  What students want has not been thought through, what students need, has.  What students want leads them nowhere, hopefully what students need provides them with the skills and mindset to be successful in life.

What the population wants has not been thought through, the ‘other’ never really exists and ‘empire’ has long gone.  What the country needs should be well thought out and considered, but being popular seems to be more important than delivering.  Being liked requires little substance, doing the job is a whole different matter.

*I am of course generalising and recognise that the more discerning students recognise what they need, albeit that sometimes they may want an easier route through their studies.

Brexit – anxieties, misinformation and political wrangling

 

This week’s blog was bound to reflect the news this week – Brexit. I almost resisted the temptation to write about this, I feel worn down by it all, but there are just some things which need saying. However you voted, however you feel about what should happen, the whole process has brought to light some alarming issues about our political classes, the process of implementing policy, decisions made about spending of our taxes and the priorities of government. At the time of writing this, Parliament has voted against no-deal, for extending Article 50, there are threats from various ministers about resigning and confusion reigns.

 

To me, Brexit has felt like an exercise in placing ideology before country, on both sides of the political spectrum. It does seem Labour’s proposals do at least protect jobs and the economy, and respect the vote from 2016. I still think on balance we should remain, but I could live with a soft Brexit, and a government which addresses many of the reasons people voted to leave. On the right, however, thanks to the ERG (European Research Group) we have a situation where we are hurtling towards no deal – the vote to take it off the table is apparently not legally binding – or at best, a delay. At the time of writing this, Parliament has voted for delaying our exit, and Theresa May is planning one last vote on her deal, seemingly to secure a delay which the EU will accept as legitimate and worthwhile. The Brexiteers on the left and right seem to want no deal and WTO rules, for reasons I cannot understand, aside from serving their own prejudices and financial gains.

 

The vote itself and the campaigns on the leave side seem mired in corruption and questions over funding and tactics to mislead the public, so I do have to wonder why instead of the outrage at this, there is an acceptance this is the will of the public, and must be acted on. With this and the recent activities of Chris Graying (him again!), costing the tax payer over £500m with failed ferry contracts and privatisation of probation, and now Boris Johnson suggesting investigating historic sexual assaults cases is a waste of money, our political leaders seem to be normalising incompetence. They seem to be able to resist any sense of shame, remorse and criticism of their performance, which is simply staggering. In the face of evidence about this, it amazes me that they don’t reflect on this and the harm being caused. Perhaps I have too high expectations of MPs and I should not tar all of them with the same brush, there are plenty who do a good job, who have the interests of their constituents at heart and value their job as a public servant.

 

Another example of this normalising of incompetence is when MPs suggested this last minute panic and uncertainty is how all negotiations with the EU go. Well, I can then see why some people are turning against both Parliament and the EU – the anxieties created by this as clear, people have already lost jobs, moved, disrupted family life due to trying to manage the uncertainty. Attention towards domestic issues is diverted by focus on Brexit, blinding many to the well document harms of Universal Credit, increasing homelessness, climate changes and knife crime. I believe many are fed up and would take leaving just to end the discussion and re-focus on domestic needs, but I fear many don’t realise the further problems they may face if we were to leave without a deal. It is then surely the responsibility of MPs and our political leaders to inform the public, make it clear what the best options are and maybe even make an unpopular decisions for the good of their constituents. If I were an MP, I would be concerned about all of this and also the legacy of this – much like Labour having to continually shake of the label of irresponsible spenders, through being blamed solely for creating the ‘winter of discontent’ in the late 1970s. Both parties continuing to insist we press ahead with Brexit could be dealing with a similar situation. Younger voters in particular maybe more open to new political parties, less like to be loyal to either Conservative or Labour and may embrace the change that The Independent Group is promising.

 

To continue with a policy which is creating so many problems, costs, and mental health issues feels like leadership who simply won’t listen to those people they are meant to support and serve. The link to mental health has been make clear in an article in the Guardian reporting that British farmers have reached out to crisis networks due to the implications of Brexit – this is manifest in farmers being on suicide watch, and serious concerns about those not even trying to contact such services (Parveen, 2019). The article reports that farming is just one of many industries which will be hit hard by a no deal Brexit, and in a research study on the extent of this, those who voted remain are reporting heightened mental distress (depression, anxiety, feelings of worthlessness), while those who voted leave reported a ‘bump’ in life satisfaction (Powdthavee et al, 2019). I can only imagine how the further harms caused if more jobs are lost, the economy slumps and the reality of craving sovereignty and blue passports bites.

 

Yet I don’t really have to imagine this, it seems blatantly obvious that we are not prepared to leave the EU, more time is needed to come up with a cross party consensus and maybe even a further referendum to be clear this is what the people want. When any leadership disregards the concerns raised from so many sectors, their constituents and colleagues, to press ahead with a policy which will cause harm then we can really see just how normalised incompetence and placing ideology before country has become.

#EveryCanHelps? Why are we normalising foodbanks and poverty?

Over the last two weeks, twitter was littered with Conservative MPs posing at foodbanks, thanking the public for donations and showing their support for this vital service. On seeing the first one I thought this was a strange way to show compassion for those in need, given how the increased use of foodbanks is directly linked to austerity policies, the rollout of universal credit and is one of the issues raised by a recent report on the impact of poverty in the UK (Equality and Human Rights Commission, 2018). The report states that spending cuts from austerity led policies have put Britain in breach of its human rights obligations and highlights discriminatory issues, as these cuts have adversely affected low income and lone parent families, ethnic minorities and the disabled. It recommends more investment in health, social care, education and housing, and a rethink of Universal Credit. In addition, a report by the United Nations has described current government policies as ‘punitive, mean-spirited and often callous’ in their impact on the most vulnerable, more alarming given we are still one of the richest countries in the world (UN, 2018).

The responses on twitter articulated what I was feeling, ranging from incredulity, to anger and shock. It is a strange state of affairs when politicians see this as a cause for celebration, but then, there is little else to choose from, in relation to policies introduced in the last two years. The cognitive dissonance between thinking this presents them as compassionate and caring about problems they have created is quite an achievement. But then, I also know I really should not be surprised – I never believed Conservatives could be considered compassionate and anything but concerned with their own interests and dismissive of those in need. When Conservative MPs received the memo to pose at foodbanks, I wonder how many refused? Or how many believed this would be accepted as an example of celebrating charity, because even at Christmas, we all too easily normalise this level of deprivation, and rationalise it as due to individual circumstances, and not structural inequalities.

 

The wording of the UN report is clear in its condemnation and recognition that in Britain, the government lack the political will to help those most in need, given that tax cuts signalling the ‘end of austerity’ have once again benefitted the rich, under the auspices of this wealth trickling down in the form of jobs and increased wages. However, the EHRC and UN reports have emphasised how these policies are disproportionately affecting those who cannot work, or can only do part time work, or who face discrimination and disadvantage, including employment opportunities and prospects. When foodbanks were first set up, I honestly believed this was a temporary fix, never did I think still in 2018 they would be still be needed and indeed, be increasingly used. I also never would have imagined they would be held up as an example of the good work of charities adopted as a PR stunt by the very people who have created the inequalities and harm we see today.

 

The small glimmer of hope is the protest in one of these pictures, and the responses via twitter which reflected how I felt. There was a clear backlash in Scotland, where it was reported that a record number of supplies were needed as Universal Credit was rolled out, and where there were calls to foodbanks and supermarkets to refuse to pose with Conservative MPs. Alas, my fear is beyond the twittersphere, most people can rationalise this as acceptable. After all, should we not celebrate charity and helping those in need at this time of year? Is this just an example of good will and thinking of others? Well, yes of course, and if these photos were simply asking people to donate without the MPs responsible being there, I would think most of us would perhaps be reminded we can do our bit to help, and we should. The presence of the MPs and acceptance of this as good PR is what really worries me, that people will still vote for a party which has been described as cruel and punitive and believes this sort of promotion makes them look good. The irony that our current Prime Minister once herself warned that the Conservatives were becoming the ‘nasty party’ is staggering. For what she now resides over are policies which are internationally condemned as harmful, discriminatory and callous.

 

The other slight glimmer of hope is some commentators suggest this stunt reflects rumours of a general election on the horizon, as while Theresa May celebrated the ‘success’ of negotiating a deal with the European Union, it seems this was short-lived once parliament began to debate the deal and may trigger an election. The UN report suggested that Brexit has been so much of a distraction for MPs and the public that we are not seeing domestic problems as a priority. I think for many there is a sense that once this deal is done, we can get on with resolving other issues. But for this government, I don’t think that is the case. I think for Conservatives, these negotiations and now parliamentary debates are a welcome distraction and a narrative which fits their lack of will to actually address the harms caused by austerity. A general election may bring about change and force MPs to confront where we are today as a result of political choices, but this depends on how we all really feel about poverty, homelessness, discrimination and disadvantage. I wonder if too many feel these are insurmountable problems, inevitable and therefore, beyond the abilities of government to address. But the UN and EHRC reports clearly tell us this is not the case. I hope we do get an opportunity to hold this government to account sooner rather than later. But most of all, I hope that more of us actually take up this opportunity and not allow what we see today to continue.
