Black History Month: A Final Thought

As we come to the end of Black History Month it is important to shine a light on the Black Lives Matters Movement and highlight the historical significance to the problematic discourse of racialisation.
Black history month is an opportunity for people from the various pockets of the Black community to learn about our own history and educate those who are not from the Black community, in order to decolonise our institutions and our society. As Black people we have our own history formed by systemic oppressions and great triumphs. While it is easy (and lazy) for institutions to use terms such as BAME and People of Colour (POC) these problematic uses of language oppress blackness. We are not a monolith of coloured people. Different racialised groups have and will experience, and uphold difference, harms and achievements within society. Furthermore, it would be naïve to ignore the narrative of anti-blackness that people from racialised groups uphold. Therefore, it is important for us and people that look like us, to continue to have the space to talk about our history and our experiences.
For many people in the UK and indeed around the world BLM became a mainstream topic for discussion and debate following the murder of George Floyd. While the term BLACK LIVES MATTER is provocative and creates a need for debate, it signifies the historical ideology that black lives haven’t mattered in historical and in many ways, contemporary terms.
While it is easy to fall into the trap of describing the Black experience as an experience of victimhood, Black history months allows us to look deep at all our history and understand why and where we are as a society.
The UK is one of the most diverse places in the world, yet we continue to fall prey to the Eurocentric ideology of history. And while it is important to always remember our history, the negativity of only understanding black history from the perspective of enslavement needs to be questioned. Furthermore, the history of enslavement is not just about the history of Black people, we need to acknowledge that this was the history of the most affluent within our society. Of course, to glaze over the triangle trade is problematic as it allows us to understand how and why our institutions are problematic, but it is redundant to only look at Black history from a place of oppression. There are many great Black historical figures that have contributed to the rich history of Britain, we should be introducing our youth to John Edmonstone, Stuart Hall, Mary Prince and Olive Morris (to name a few). We should also be celebrating prominent Black figures that still grace this earth to encourage the youth of today to embrace positive Black role models.
Black history for us, is not just about the 1st-31st of October. We are all here because of history we need to start integrating all our history into our institutions, to empower, educate and to essentially make sense of our society.
A racist and no solution

I am a white, middle class some might say (well my students anyway), ageing, male. I wasn’t always middle class, I’m from working class stock. I’m a university lecturer now but wasn’t always. I spent 30 years in the police service in a small, ethnically diverse, county in England. I didn’t consider myself a racist when I was in the police service and I don’t consider myself a racist now. Nobody has called me a racist to my face, so why the title? It’s how I’m constantly labelled. Every time someone says the police are racist or the police are institutionally racist, they are stating that about me. Just because I have left the police organisation doesn’t change who I am, my beliefs or my values. So, if the police are racist, then by default, I must be.
I’m not suggesting that some police officers are not racist, of course some are. Nor am I denying that there has been and probably still is some form of institutional racism within the police service, perhaps as a whole or perhaps at a more localised or departmental level. But bad apples and poorly thought-out, naïve or even reckless policies, strategies and procedures are not enough to explain what is going on in policing and policing of ethnic minority groups in particular. I’m talking about policing in this country, not across the pond where policing is very different in so many ways that it is hard to even suggest a realistic comparison. That of course is the first problem, what happens in the United States of America is immediately translated into what happens here.
As a lecturer, I constantly hear from students and read students’ work about the racist and brutal police, often interchanging commentary from the United States with commentary here in the United Kingdom, whilst also failing to recognise that there is different policing in Scotland and Northern Ireland. Institutional racism, as defined by Macpherson, is now part of the lexicon, but it no longer has the meaning Macpherson gave it, it is now just another way of saying the police are and every police officer is racist. Some students on finding out that I was a police officer show an instant dislike and distrust of me and sometimes it can take the whole three years to gain their trust, if at all. Students have been known to request a different dissertation supervisor, despite the fact that their research subject is in policing. This is not a complaint, just a statement of facts, painful as it is.
As I try to make sense of it all, I have so many unanswered questions. What is exactly going on? What is causing this conflict between the police and ethnic minority groups? Why is there a conflict, why is there distrust? More importantly, how can it be fixed? Some of the answers may lay in what the police are asked to do, or at least think they are asked to do. Reiner suggests that policing is about regulating social conflict, but which conflict and whose conflict is it? Other authors have suggested that the police are simply a means to allow the rich and privileged to maintain power. There may be some merit in the argument, but most policing seems to take place in areas of deprivation where the disadvantaged are committing crimes against the disadvantaged. The rich and powerful of course commit crimes but they are nowhere near as tangible or easy to deal with. One the problems might be that the rich and powerful are not particularly visible to policing but the disadvantaged are.
Maybe some of the answers lay in notions of stereotyping, sometimes even unconsciously. Experience or narratives of experiences cause a wariness, even a different stance to one people might normally assume. Being thumped on the nose by a drunk, does tend to make a person wary of the next drunk they encounter. So, could stereotyping be a problem on both sides of the divide? My dissertation student that didn’t want me as a supervisor was later to reveal experiences of racist abuse aimed at the police officers she went out on patrol with. Policing is dominated by white males and despite recruitment drives to address the ethnicity gap, this really hasn’t been that successful. If it was meant to help solve a problem, it hasn’t.
I get the sense though that the problem is much deeper routed than policing. Policing and the problems of policing is just a sub plot in a much wider issue of a divided society and one that is in constant conflict with itself. If the police are guilty of racism, then it is society that has caused this. Our society’s values, our society’s beliefs. An unequal society where the poorest suffer the most and the rich get richer regardless. A society where we are all equal but only because someone somewhere said so at some time, it is not reality. I think of Merton’s ‘American Dream’, I don’t buy into the whole concept, but there is something about not having opportunities, equally when I think of Lea and Young and the concept of relative deprivation, whilst not explaining all crime, it has some merit in that notion that the disenfranchised have no voice.
As I write this I am conscious that I have commentated on a very emotive subject particularly at this time. As I watch the events unfold in America, I fear the worst, action followed by reaction. Both becoming increasingly violent and I see the possibility of it happening in this country. I fear that the term ‘police racism’ will become another convenient label. Convenient in the sense that the problems are seen solely as that of policing. If we examine it through a different lens though, we might just find that policing is simply part of the whole rotten tree, society. Fix society and you fix policing. If the label racist fits, it fits the society we live in.

Deniable racism: ‘I’m alright Jack’

I heard on the news a week or so ago that an investigation by ITV news had found that the majority of NHS Trusts have not completed full risk assessments on BAME staff. Considering that BAME groups are impacted disproportionately by COVID-19 I have to ask why? And, probably more importantly, now that the issue has been raised, what are the government doing to make sure that the risk assessments are carried out? Since I heard about it I’ve seen no response, so I guess I can answer my own question ‘nothing’.
But then maybe I shouldn’t be surprised, I read an article on Racism and the Rule of Law and you can’t but be appalled by the number of recommendations from various inquiries and reviews that have failed to be acted upon. The problem is that the action requires more than just the eloquently spoken or written word; to put it very bluntly and maybe crudely, ‘put your money where your mouth is’. It is easy to state that this is wrong or that is wrong in our institutions, the term ‘institutional racism’ trots off the tongue, seized upon by the wronged and more worryingly banded about by the societal racists of the elite who are only too willing to blame someone else. In thinking about this I wonder whether when we use the term racism, we are all talking the same language. The ‘deniable’ racism is easy to identify, ‘we don’t use that sort of language anymore’, ‘we no longer put those signs in our windows’, we have laws that say you can’t act in that way. ‘Actually, I’m not a racist’. But the statistics don’t lie, they can be bent, manipulated to some extent to favour one argument or another but there are some very basic inescapable facts, BAME groups are over represented in the wrong areas of our society and under represented in the right areas. And most of this I dare say does not owe itself to ‘deniable’ racism, it’s more than that, it’s embedded in our society, it’s not institutional racism, it’s societal racism and it’s hidden. The problem with societal racism is that we only see the positive attributes of people that are like us and we promote those that excel in showing those attributes. Hence, we have the elite in business and government that are not ‘deniable’ racists but nonetheless are the epitome of, and lead a racist society.
I want to return to the idea of ‘putting your money where your mouth is’ mantra. They say money makes the world go around, I’m not sure that is entirely true, but it certainly goes a long way to getting things done and conversely the lack of it ensures that nothing happens or in some cases that good things come to an end. A prime example is the austerity measures put in place in 2010 that saw budgets to government agencies and funding to councils cut significantly. Those that suffered were the most deprived. Even worse, was the fact that funding for youth projects in inner cities suffered and those initiatives that were aimed at reducing violent crime amongst young people ground to a halt. Policing saw huge cuts and with it the withdrawal of neighbourhood policing. This link to communities was severed and any good work that was going on was quickly undone. That doesn’t explain all that is wrong with policing, but it certainly doesn’t help in building bridges. Who in their right mind would embark upon fiscal policies with no regard to such outcomes, our elected government did. If we think now about the so-called return to normality post the Covid-19 pandemic, which caring company or institution would suggest that the most impacted by the virus should continue or return to work, or study, or any other activity, without considering their specific risks and needs? Probably those that have more concern for the bottom line than peoples’ lives. ‘I’m alright Jack’ comes to mind or at least I want to make sure I am.
In thinking about policies, procedures, risk assessments or recommendations, managers have an eye to finance. In the NHS, the day to day business still has to happen, in policing, incidents still need to be attended to, so where is the money to do the extra? Everything comes at a cost and every recommendation in every review will cost something. The NHS risk assessments will cost money. The question is whether government and all of us in society really believe that ‘black lives matter’. If we do, then then it’s time to acknowledge the type of society we live in and who we really are and for government to ‘put the money where its mouth is’ so that the recommendations can be acted on. Or of course, we could just have another review and ‘Jack’ will do very nicely out of that as well thank you.
Coronavirus (Covid-19): The greatest public health crisis in my lifetime

The coronavirus has caused an ongoing pandemic of coronavirus disease 2019 (COVID-19), caused by severe acute respiratory syndrome. The outbreak started in Wuhan, Hubei province, China, as early as November 2019. The World Health Organization (WHO) declared the outbreak to be a Public Health Emergency of International Concern on 30 January 2020 and recognized it as a pandemic on 11 March 2020. Whilst we all have an interest in the ongoing spread and consequence of the greatest public health crisis in generations it holds a specific interest for me given my visits to Wuhan and Hubei province whilst working for Coventry University. Wuhan is a massive city with over 11 million of a population, but little heard of until this outbreak. It is believed that its origins are most likely linked to the Huanan Seafood Wholesale Market, in Wuhan which also sold live animals, and one theory is that the virus came from one of these kinds of animals. The virus spread quickly through the population of Wuhan City which led to comprehensive lockdown to contain the virus. However, the virus spread beyond the city across China and into other countries. The scale of the spread has been significant and by the time the World Health Organisation declared the outbreak a full pandemic in March 2020 there were cases recorded in hundreds of countries.
Cases in the UK emerged on January 31st 2020, which prompted a government response to manage the outbreak. In the early stages there was some discussion about “taking it on the chin” and allowing the virus to spread through the population in order to gain “herd immunity”. However, the public health, medical and scientific experts at Imperial College London suggested that the death toll through their modelling exercises, if this strategy played out, could be in excess of 500,000. This was a situation that would be socially and politically unpalatable, and a change of thinking emerged with a combination of social distancing, public health advice on washing hands and a strategy to protect the capacity of the NHS to cope with escalating cases. A new lexicon emerged that we are now all familiar with: flattening the curve, delaying the spread, the peak of the infection and latterly the language of the health professionals in the frontline supporting and caring for people acutely ill with Covid-19; Personal Protective Equipment (PPE), Continuous Positive Airway Pressure (CPAP), ventilation and oxygen saturation and therapy. This is because the virus can attack the respiratory system leading to pneumonia and in several cases an immune response that leads to multi-organ shutdown. The media presentation of this crisis is all very frightening.
At the time of writing the pandemic has progressed relentlessly in the UK with currently over 65,000 people have tested positive and of those hospitalised nearly 8,000 patients have died. Some commentators have suggested that the UK was slow to recognise the seriousness of the virus and was slow to initiate the “lockdown” measures required to halt the spread. In addition, the UK’s position on testing for the virus has been criticised as slow, lacking preparation despite the global warnings from WHO and a shortage of the essential materials required. Whether these criticisms are valid only time will tell but the UK’s data on cases, hospitalisation, need for critical care and deaths is on a trajectory like other countries which could be described as liberal democracies. Here is the first clue to the timing of the response. The measures required to halt the spread of the virus have massive economic consequences. Balancing these two issues is incredibly difficult and has led to some commentators suggesting all liberal democracies will struggle to respond quickly enough.
What is now abundantly clear is that this is going to take some time for us to get through as a society and the consequences for large sections of our society are going to be devastating. However, what I’d like to discuss in the remainder of this blog are a number of early lessons and personal observations in terms of what we are seeing play out.
First, the data emerging indicates that the narrative about the “virus does not discriminate” is a false one. It is clear that health professionals are much more greatly exposed and that the data on cases and deaths indicate higher numbers of the socially deprived and BAME community. This should not be a surprise as the virus will be keenest felt in communities negatively impacted by health inequalities. This has been the case ever since we recognised this in the “Black Report” (DHSS 1980). The Report showed in detail the extent to which ill-health and death are unequally distributed among the population of Britain and suggested that these inequalities have been widening rather than diminishing since the establishment of the National Health Service in 1948. It is generally accepted that those with underlying health issues and therefore most at risk will be disproportionately from socially deprived communities.
Second, the coronavirus will force the return of big government. The response already supports this. In times of real crisis, the “State” always takes over. Will this lead to more state intervention going forward? If so then we will witness the greatest interventionist Conservative government in my lifetime.
Third, the coronavirus provides one more demonstration of the mystique of borders and will help reassert the role of the nation state. Therefore, the coronavirus is likely to strengthen nationalism, albeit not ethnic nationalism. To survive, the government will ask citizens to erect walls not simply between states but between individuals, as the danger of being infected comes from the people we meet most often. It is not the stranger but those closest to you who present the greatest risk.
Fourth, we see the return of the “expert”. Most people are very open to trusting experts and heeding the science when their own lives are at stake. One can already see the growing legitimacy that this has lent to the professionals who lead the fight against the virus. Professionalism is back in fashion, including recognition of the vital role of the NHS.
Fifth, the coronavirus could increase the appeal of the big data authoritarianism employed by some like the Chinese government. One can blame Chinese leaders for the lack of transparency that made them react slowly to the spread of the virus, but the efficiency of their response and the Chinese state’s capacity to control the movement and behaviour of people has been impressive.
Sixth, changing views on crisis management. What governments learned in dealing with economic crises, the refugee crisis, and terrorist attacks was that panic was their worst enemy. However, to contain the pandemic, people should panic – and they should drastically change their way of living.
Seventh, this will have an impact on intergenerational dynamics. In the context of debates about climate change and the risk it presents, younger generations have been very critical of their elders for being selfish and not thinking about the future seriously. Ironically the coronavirus reverses these dynamics.
Finally, I return to a point made earlier, governments will be forced to choose between containing the spread of the pandemic at the cost of destroying the economy or tolerating a higher human cost to save the economy. In conclusion, I have heard many say that this crisis is different to others we may have faced in the past 30 years and that as a result we can see society changing. Whilst I’m sure a number of the issues raised in this blog could potentially lead to society change it is also a truism that our memories are short, and we may return to life as it looked before this crisis quite quickly. Only time will tell.

Your Name Is Not BAME

My name is Tré Ventour and I am the Students’ Union’s Vice President BME Sabbatical Officer. When I’ve asked students what BME stands for, most have been clueless – Black Minority Ethnic. The same could be said for BAME – Black Asian Minority Ethnic. I was elected to represent ethnic minority students. But I’ve been asking myself how much longer will this 47% be an ethnic minority? At Northampton, they will soon be the majority. This 14,000-student university in which nearly 7000 fit into this BME box.

Pigeon-holed. To be put into a box. I don’t like to think in boxes. I try not to think in labels but in this world, it’s naive to be colourblind. In the education sector, in this day and age, especially at Northampton, to not see race is to ignore the experiences of nearly 7,000 students – nearly 7,000 stories about potential hate crimes, and what about BAME members of staff? We must see race. We must see sex, class, and gender (all genders).
To be colourblind is to live life high on privilege – to exist without the consequences of hate crime. Some people live with racism, sexism and / or homophobia all their lives.
Many say “there’s one race, the human race.” That may be true but how comfortable must you be in your existence to come to that notion? And then push that notion on those who experience racism on a daily basis.
When I’ve spoken to students about BAME or ethnic minority, they say “Just call me by my name.” Students are flesh and bone, more than acronyms. And I do what they tell me to do (in a manner of speaking / within reason). I’m not Vice President, I’m not Mr Ventour; I am Tré and I am here to help students, to represent students (of colour) – more so Black students that look at White authority and see invader. Who I have heard compare university to apartheid South Africa – one in, one out – to a Zimbabwe under British rule – De Beers, Rhodes and racism. Fear and exclusion.
Call them minorities, call them BME, call them BAME. Yet, this acronym just seems like coded language for Black. And at Northampton, when people say BME or BAME, they mean Black students, so just say what you mean, “Black.”
And if these labels, if these pigeon-hole terms help Higher Education solve issues like attainment perhaps it’s worth it. But what I can say is that not all Black experiences are the same. To be a Black British student is not the same as to be a Black international from Africa, the EU or elsewhere.

But to be a person of colour in this country is to be immigrant, British or otherwise. To be overly polite. To be overly grateful or gracious. To be a good immigrant.
Documenting inequality: how much evidence is needed to change things?

In our society, there is a focus on documenting inequality and injustice. In the discipline of criminology (as with other social sciences) we question and read and take notes and count and read and take more notes. We then come to an evidence based conclusion; yes, there is definite evidence of disproportionality and inequality within our society. Excellent, we have identified and quantified a social problem. We can talk and write, inside and outside of that social problem, exploring it from all possible angles. We can approach social problems from different viewpoints, different perspectives using a diverse range of theoretical standpoints and research methodologies. But what happens next? I would argue that in many cases, absolutely nothing! Or at least, nothing that changes these ingrained social problems and inequalities.
Even the most cursory examination reveals discrimination, inequality, injustice (often on the grounds of gender, race, disability, sexuality, belief, age, health…the list goes on), often articulated, the subject of heated debate and argument within all strata of society, but remaining resolutely insoluble. It is as if discrimination, inequality and injustice were part and parcel of living in the twenty-first century in a supposedly wealthy nation. If you don’t agree with my claims, look at some specific examples; poverty, gender inequality in the workplace, disproportionality in police stop and search and the rise of hate crime.
- Three years before the end of World War 2, Beveridge claimed that through a minor redistribution of wealth (through welfare schemes including child support) poverty ‘could have been abolished in Britain‘ prior to the war (Beveridge, 1942: 8, n. 14)
- Yet here we are in 2019 talking about children growing up in poverty with claims indicating ‘4.1 million children living in poverty in the UK’. In addition, 1.6 million parcels have been distributed by food banks to individuals and families facing hunger
- There is legal impetus for companies and organisations to publish data relating to their employees. From these reports, it appears that 8 out of 10 of these organisations pay women less than men. In addition, claims that 37% of female managers find their workplace to be sexist are noted
- Disproportionality in stop and search has long been identified and quantified, particularly in relation to young black males. As David Lammy’s (2017) Review made clear this is a problem that is not going away, instead there is plenty of evidence to indicate that this inequality is expanding rather than contracting
- Post-referendum, concerns were raised in many areas about an increase in hate crime. Most attention has focused on issues of race and religion but there are other targets of violence and intolerance
These are just some examples of inequality and injustice. Despite the ever-increasing data, where is the evidence to show that society is learning, is responding to these issues with more than just platitudes? Even when, as a society, we are faced with the horror of Grenfell Tower, exposing all manner of social inequalities and injustices no longer hidden but in plain sight, there is no meaningful response. Instead, there are arguments about who is to blame, who should pay, with the lives of those individuals and families (both living and dead) tossed around as if they were insignificant, in all of these discussions.

As the writer Pearl S. Buck made explicit
‘our society must make it right and possible for old people not to fear the young or be deserted by them, for the test of a civilization is in the way that it cares for its helpless members’ (1954: 337).
If society seriously wants to make a difference the evidence is all around us…stop counting and start doing. Start knocking down the barriers faced by so many and remove inequality and injustice from the world. Only then can we have a society which we all truly want to belong to.
